Shugy not legally nominated?

This letter has been making rounds on social media which suggests that Kelvin “Shugy” Simon, the official UPP’s candidate for St Mary’s South nomination may be void.

The letter suggests that Shugy who is employed within the Ministry of Education did not resign from his position before he was nominated today
