The European Union made the decision to remove Antigua and Barbuda from its tax haven blacklist on Tuesday.

This list, which is comprised of 11 jurisdictions, identifies countries that are considered non-cooperative for tax purposes, particularly in terms of sharing tax information.

The EU’s Council, consisting of 27 member states, expressed regret that these jurisdictions have not yet been cooperative on tax matters and urged them to enhance their legal framework to address the identified issues.

The list was established in 2017 following various scandals, such as the Panama Papers, which prompted the EU to take action against tax evasion.

Despite this, organizations like Oxfam have criticized the effectiveness of the list, arguing that it lacks teeth and often excludes countries that should have been included.
