
OPEC SIDS Summit in Vienna

Antigua and Barbuda made significant strides for small island nations at the inaugural OPEC Fund SIDS (Small Island Developing States) Summit, held in Vienna, Austria, from May 12 to 13, 2025.
Michael Joseph, Minister of State in the Ministry of Health, Wellness, Environment, and Civil Service Affairs, represented the country alongside Climate Ambassador Ruleta Camacho Thomas.
The summit brought together senior officials from SIDS, international financial institutions, and development partners to enhance cooperation and unlock tailored climate finance solutions for island nations.
Minister Joseph engaged in a high-level ministerial roundtable, discussing the structural challenges facing SIDS, which include debt sustainability, the intersections between climate and health, and the urgent need for affordable insurance options.
During his intervention, Minister Joseph laid bare the ongoing financial hurdles that limit access to critical climate and disaster risk finance. He voiced the increasing concern regarding the Caribbean’s exposure to extreme weather events, stating, “For us, it is not a question of if, but when we will be impacted. We need partners who understand our unique circumstances and are willing to respond accordingly.”
The Minister also addressed the current paradigm of profit-driven insurance, asserting that it must transition into a comprehensive tool for development and recovery. He highlighted the pressing need to tackle the retreat of reinsurance from vulnerable markets and called for mechanisms that facilitate the rapid disbursement of funds post-disaster. Furthermore, he advocated for the Multidimensional Vulnerability Index (MVI) to be adopted in determining eligibility for concessional finance and disaster risk instruments.
Minister Joseph presented several national initiatives focused on building resilience through climate-smart infrastructure, renewable energy, and enhanced health system readiness. These projects are integral to Antigua and Barbuda’s overarching strategy for sustainable development and climate adaptation.
During the summit, Minister Joseph also engaged in bilateral discussions with Her Excellency Ms. Beate Meinl-Reisinger, the Austrian Federal Minister for European and International Affairs, exploring ways to bolster cooperation, including capacity building, technological innovation, and the development of a risk-informed multilateral financing framework responsive to the challenges faced by SIDS.
Ambassador Ruleta Camacho Thomas reinforced the importance of integrated approaches to climate action, biodiversity, and sustainable livelihoods, underlining the necessity of advancing resilience for Caribbean SIDS.
Antigua and Barbuda continues to pledge its commitment to fostering international cooperation that prioritizes equity, innovation, and resilience for vulnerable nations on the frontline of climate change.

The Caribbean has been saying this for years. It’s time the world starts listening and funding accordingly.
What I need now are the results of this meeting and what effect is it going to have on my country
I’ve lived through two major storms in Antigua. What Minister Joseph said hit home. We need faster, fairer disaster relief.
