In a world increasingly defined by digital innovation, sustainable development, and global mobility, nations must rely on exceptional envoys to tell their story abroad. One such figure is the Hon Dr Giacomo Merello, Special Economic Envoy of Antigua and Barbuda to the Republic of Singapore.

A dynamic presence in Asia’s diplomatic and investment scenes, Mr. Merello brings together finance, technology, environmental advocacy, and cultural diplomacy to promote his nation across Southeast Asia and beyond. Mr. Merello’s mandate is to represent Antigua and Barbuda’s economic and strategic interests in one of the world’s most dynamic regions.

Singapore serves as a financial, technological, and logistical hub from which he liaises with governments, institutional investors, startups, and diasporic communities throughout Asia. His mission encompasses a wide range of activities, including promoting the Citizenship-by-Investment Programme (CIP), engaging with digital asset regulation, supporting environmental causes, and encouraging tourism.

During a recent digital assets workshop hosted by the State Bank of Vietnam on 28 April 2025, industry regulators, policy experts, and fintech leaders gathered to exchange views on how emerging markets can responsibly engage with blockchain and cryptoassets. Mr. Merello presented Antigua and Barbudas’ pragmatic approach, highlighting the Financial Services Regulatory Commission’s active oversight, the focus on compliance, and the aim to attract high-quality digital financial services providers. He emphasized the balance between innovation and responsibility, showcasing how the small island nation is positioning itself as a regulatory innovator.

Participation in events showcasing Antigua and Barbuda’s Citizenship-by-Investment Programme is another aspect of his role. At the Henley & Partners conference in Singapore on 15 May 2024, he articulated the advantages of Antigua and Barbuda’s CIP, including affordability, fast processing times, a family-friendly structure, and visa-free travel access to over 150 countries.

Beyond the mechanics, he stressed the values of stability, democratic governance, a warm and inclusive culture, and breathtaking natural beauty, inspiring attendees with the nation’s vision.Outreach to Caribbean nationals in Asia is a core aspect of Mr. Merello’s work. Although the Caribbean diaspora in Southeast Asia is smaller compared to North America or Europe, it remains vibrant and increasingly professional.

Support for students, entrepreneurs, and cultural initiatives by Antiguan and other CARICOM citizens in Singapore, Malaysia, and Thailand is a priority. He sees himself as a bridge connecting their roots to their aspirations.

In promoting tourism from Asia to Antigua and Barbuda, Mr. Merello collaborates with travel agencies, influencers, and high-net-worth individuals to build awareness of the islands as a luxury and eco-tourism destination. Recognizing that many Asian travellers seek exclusivity, sustainability, and authenticity, he highlights the diverse offerings of the islands, including a UNESCO World Heritage Site at Nelson’s Dockyard, beautiful hiking trails through rainforest, world-class sailing events, and wellness tourism options.

Heritage and culture play a significant role in outreach efforts. Antigua and Barbuda’s rich Afro-Caribbean heritage, colonial history, and contemporary vibrancy are valuable assets. Partnerships with cultural institutions in Asia facilitate curated exhibitions, talks, and culinary showcases that highlight the nation’s culture and traditions.

Mr. Merello has also been actively involved in environmental initiatives, particularly ocean preservation. As an avid diver and certified Rescue Diver, ocean conservation is a personal passion. Collaboration with organizations like PADI and others underscores the importance of protecting marine ecosystems, which are vital to the identity and economy of Antigua and Barbuda.
