In a touching celebration of a life well-lived, Samantha Marshall delivered a moving tribute to her father, Hugh Charlesworth Marshall, in honour of his 88th birthday. The event commemorated not only the milestone of age but also the rich legacy of a man whose contributions have left an indelible mark on Antigua and Barbuda’s national development.
Born on May 24, 1937, in the quiet village of Ebenezer, Hugh Marshall was raised by his mother, Ms. Ann Rebecca Marshall. From an early age, he exhibited a spirit of determination, helping his mother make coal and deliver milk to support their household. Despite receiving formal education only up to age 15, Marshall’s relentless work ethic set the foundation for a remarkable life journey.
At just 17, he began his professional life as an Agricultural Ranger with the Peasant Development Corporation. In 1960, his ambitions took him to London, where he worked in the railway and postal services. There, he married Lucille Henry, and together they launched a successful chain of grocery stores that served the Caribbean diaspora.
Marshall returned to Antigua in 1971, honouring a promise made to the late Sir Lester Bird. His return marked the beginning of a distinguished political career with the Antigua Labour Party. Though he faced electoral challenges, his contributions were quickly recognized, and he was appointed a Senator and later a Parliamentary Secretary in the Ministry of Economic Development, Tourism, and Energy.
Among his notable achievements in public office was the creation of the Coolidge Industrial Park, which provided thousands of jobs and positioned Antigua as a regional hub for exports. He was instrumental in abolishing personal income tax and establishing the National Insurance Scheme. Marshall also led technological upgrades, including the enhancement of ABS TV and the expansion of affordable access to color television across the island. His foresight further extended to the financial sector with his work in establishing the Eastern Caribbean Securities Exchange.
Despite his many public achievements, it is his role as a father and family man that remains closest to the heart of Hon. Samantha Marshall. After his first marriage, Marshall found renewed happiness with Naomi Farquhar in 1986, and today he is the proud patriarch of a family that includes seven children, thirteen grandchildren, and one great-grandchild.
