In what the government has described as a true demonstration of their enduring diplomatic relationship, Antigua and Barbuda and the People’s Republic of China formalized two key agreements on Friday aimed at bolstering national development and sustainable economic growth.

The agreements were signed in a ceremony attended by Prime Minister Gaston Browne and Chinese Ambassador to Antigua and Barbuda, Madame Zhan Yanling.

The first agreement entails a substantial grant of $14 million USD designated for socioeconomic and infrastructure development, while the second establishes a technical cooperation framework for a feasibility study on Antigua and Barbuda’s Blue Economy potential.

During his address, Prime Minister Browne lauded China as one of the nation’s “most reliable and generous development partners,” noting that this latest financial assistance pushes the total value of Chinese development aid to nearly $1 billion USD over several decades. “China has been there for us—quietly, respectfully, and consistently,” Browne remarked, highlighting their contributions to climate resilience, renewable energy, education, infrastructure, and healthcare.

The $14 million grant will directly address critical needs, including the replacement of aging water pipes, a pressing national priority given frequent disruptions in supply. Other ongoing collaborative projects include housing developments in Booby Alley and Jennings, agricultural initiatives, and solar energy infrastructure.

Ambassador Zhan emphasized the partnership’s broader vision, characterizing it as a model grounded in mutual respect and shared benefits. “This agreement is more than symbolic—it marks the beginning of a new phase of implementation,” she stated, linking it to the recent China–CELAC Ministerial Forum and underscoring collective goals for peace and sustainable development.

One impactful agreement will kick off a feasibility study for advancing Antigua and Barbuda’s Blue Economy, supported by Chinese technical experts. The initiative targets economic growth through sustainable management of ocean and coastal resources, positioning the island as a regional leader in marine-based development.

“This study will help us unlock the untapped value of our marine ecosystems and create new opportunities in aquaculture, eco-tourism, and marine research—areas that are vital for our long-term sustainability,” Browne noted.

The Prime Minister also discussed China’s unique role in global financing, arguing that its approach to development does not require alignment in geopolitical conflicts. “Unlike others, China doesn’t ask us to take sides in geopolitical conflicts,” Browne remarked. “They respect our sovereignty and support our development based on solidarity, not strings.”

He reiterated Antigua and Barbuda’s commitment to serving as a “reliable and principled partner” in global diplomacy, advocating for peace amid rising tensions among global powers. “Geopolitical conflicts don’t create value—they destroy it,” Browne stated, stressing the adverse effects on smaller nations.

The ceremony concluded on a note of unity, with both leaders expressing optimism about the future of their bilateral relationship. “Our philosophy is one of resilient prosperity,” Browne declared. Ambassador Zhan reaffirmed China’s dedication to a “shared future” with Antigua and Barbuda and expressed confidence in the transformational outcomes of their cooperation in the years to come.
