Antigua and Barbuda’s government is reinforcing its commitment to youth development through the Second Chance Programme, designed to help school dropouts and at-risk youth re-enter education and gain marketable skills.
Prime Minister Gaston Browne highlighted the initiative during his weekly Browne and Browne show, emphasizing its role in providing opportunities for young people who may have missed out on completing formal schooling.

What PhD???? Only in Antigua people go around with assumed/ unearned titles with impunity! Troy is not the only self-declared “Dr.” walking around in Antigua, especially in the field of Education. I remember the late “Dr.J” who was accommodated with his diploma-mill doctorate, and acknowledged and celebrated by those who knew better, for his “accomplishment”. Troy, teefing Troy, as some call him, is just following suit. The field of education is saturated with these self-styled Drs. And why not? Everybody in Antigua and Barbuda today is a Sir this or a Lady that and even more hilariously as a Dame this or Dame that!!!
But back to Troy, it would be enlightening to hear more about your most recent amazing attainment of your doctorate in Education. From which university did you achieve this honour? On what was your doctoral thesis based? How long were you enrolled in this program? Some of us a somewhat skeptical given your personal back ground. We know that, like your mentor, the late “Dr” J, you, too are openly aligned with a particular political organisation, when it suits you, and both depend wholly on your gift of gab to remain relevant. However, that you have been referred to as “Dr.” Allen by no less a person than the Hon. Prime Minister, in itself, speaks volumes and might well enhance your credibility!
Looks promising curious about the types of training and opportunities offered
I would never vote for candidates who have had wealth handed down to them because they have no clue about the struggles of the poor. Conversely, a candidate who came from poverty I would indeed vote for because who feels it truly knows it. No matter how wealthy s/he might become, they know the struggle and most, like my beloved Prime Minister, will do whatever it takes to help alleviate their suffering. May the Almighty continue to mightily bless you and everything you put your hands to Prime Minister Browne.
