ABEC Officials Join International Electoral Observation Mission in Costa Rica

The Antigua and Barbuda Electoral Commission (ABEC) has been chosen to take part in an international electoral observation mission in Costa Rica.

ABEC’s delegation includes Mr. Clovis St. Romaine, a Member of the Commission, and Ms. Kisher Esprit, Assistant to the Human Resource and Training Officer. Their involvement follows an official invitation from Costa Rica to act as observers as part of the Official Electoral Observation Mission under the Tikai Protocol, occurring from January 29th to February 2nd, 2026.

The Tikai Protocol serves as a collaborative framework that steers electoral observation and cooperation among electoral management bodies. It emphasizes transparency, impartiality, professionalism, and respect for national sovereignty in the electoral process.

Through this protocol, participating institutions aid democratic governance by monitoring electoral processes, sharing technical expertise, and promoting mutual learning across different jurisdictions.

ABEC’s engagement in this mission highlights its ongoing commitment to enhancing electoral integrity, fostering professional development, and contributing to regional and international initiatives that advocate for free, fair, and credible elections.

His Excellency Ambassador Arthur G.B. Thomas, Chairman of ABEC, stated, “Observation missions are crucial to reinforcing electoral integrity. Through this engagement, ABEC continues to enhance professional capacity while contributing to regional and international endeavors to ensure free, fair, and credible elections.”

The Commission regards international observation missions as essential for ongoing improvement and reaffirms its commitment to upholding democratic principles both locally and globally.
