
The Ministry of Health has officially launched its budget preparation process with a strategic planning session aimed at ensuring the ministry’s programmes and priorities are aligned with the Government’s broader national development agenda.
The session, facilitated by officials from the Ministry of Finance, brought together heads of department, division managers and accounting personnel to guide them through the preparation of budget estimates for the upcoming fiscal year. The submissions will be reviewed by the Ministry of Finance ahead of the Government’s Budget Debate later this year.
Health Minister Michael Joseph urged senior officials to approach the budgeting process as a strategic exercise rather than simply assigning financial figures to projects.
He emphasized that effective budgeting begins with a clear vision for each department and a well-defined plan for achieving measurable outcomes.
“Project development requires much more than simply putting numbers to a budget,” Joseph said. “It begins with having a clear vision of where your department is going and what you want to achieve. The budget should build on what has already been accomplished and provide a roadmap for moving the Ministry forward.”
Drawing on his experience in the private sector, the minister highlighted the importance of disciplined planning and sound financial management, noting that these principles are equally valuable within the public service.
He said adopting a stronger culture of planning and accountability would better position the Ministry of Health, the Government and the country to achieve their long-term objectives.
Joseph also reminded participants that every budget must be developed with the understanding that resources are finite.
“It doesn’t matter whether you receive one million dollars or one billion dollars; there will always be more that needs to be done than the resources available,” he said. “That is why we must be innovative in how we plan, prioritize and deliver programmes and services.”
The minister described the Ministry of Health as one of the Government’s most significant portfolios, pointing to its wide-ranging responsibilities, including protecting public health, safeguarding the environment, responding to climate-related challenges and supporting the country’s public service infrastructure.
Permanent Secretary Stacey Gregg-Paige thanked the Ministry of Finance for facilitating the planning session, saying the guidance provided would strengthen the ministry’s budgeting process and assist managers in preparing realistic, strategic and results-oriented budget submissions for the coming fiscal year.
