Ambassador Diann Black-Layne has stepped down as Director of the Department of Environment, bringing to a close a distinguished career spanning several decades in environmental leadership and climate advocacy.

The announcement was made by the Ministry of Health and the Environment, which also confirmed the appointment of Ambassador Ruleta Camacho-Thomas as Acting Director of the Department of Environment, effective Monday, July 20.

In paying tribute to Black-Layne, the Ministry praised her outstanding leadership and the lasting impact she has had on environmental management in Antigua and Barbuda.

Throughout her tenure, Black-Layne was instrumental in transforming the Department of Environment into one of the country’s leading public institutions. She spearheaded initiatives focused on environmental protection, climate resilience, biodiversity conservation, and sustainable development, while positioning Antigua and Barbuda as a respected voice in international climate negotiations.

The Ministry said her vision, dedication, and unwavering commitment have left an enduring legacy that will continue to benefit the nation for generations.

Management and staff of both the Ministry and the Department of Environment expressed heartfelt appreciation for her years of exemplary service, wishing her a long, healthy, and fulfilling retirement and success in whatever endeavours she chooses to pursue in the future.

At the same time, the Ministry welcomed Ambassador Ruleta Camacho-Thomas to her new role as Acting Director.

Camacho-Thomas, who also serves as Antigua and Barbuda’s Climate Ambassador, was commended for her strong leadership, professionalism, and commitment to environmental stewardship and sustainable development.

The Ministry said it is confident that her experience, vision, and dedication will strengthen the Department as it continues its mission of protecting and sustainably managing the country’s natural resources.

Officials also expressed confidence that Camacho-Thomas will build on the strong foundation established by Black-Layne, while continuing to advance the Department’s work in addressing climate change and promoting sustainable environmental policies.
