
Prime Minister Hon. Gaston Browne will today move the Tax Administration and Procedure (Amendment) Bill, 2025, through Parliament — a comprehensive reform aimed at improving tax recovery procedures and ensuring fairness in how the state collects unpaid liabilities.
The proposed amendments will modernize the framework for handling delinquent taxpayers by establishing a statutory charge on real property, empowering the Commissioner of Inland Revenue to issue clear property titles following the sale of seized assets, and strengthening oversight to ensure transparency in all auctions and public sales.
The Bill also clarifies the definition of “property” and formalizes the role of “designated officers,” ensuring that all enforcement actions are appropriately regulated and accountable.
Officials say the goal is to create a balanced system that upholds fairness for taxpayers while giving the Government the authority needed to secure outstanding debts and plan effectively for national development.
The reform comes amid wider efforts to strengthen Antigua and Barbuda’s fiscal management and improve compliance with international financial best practices.
