
Darwin Telemaque
The General Manager of the Antigua and Barbuda Port Authority, Darwin Telemaque, departed the island on Friday to attend two major regional events in Santa Marta, Colombia, focusing on trade, transport, and sustainable development across the Caribbean and Latin America.
Telemaque, who also serves as a leading regional maritime expert, will represent Antigua and Barbuda at the ALC–EU Business Forum and in technical meetings of the Association of Caribbean States (ACS) on the “Feasibility Study for the Greater Caribbean Short Sea Shipping (SSS) Development Project.”
The high-level business forum, taking place November 9–10, brings together Heads of State, government ministers, and private sector leaders under the theme of strengthening cooperation between the European Union and Latin America and the Caribbean.
The conference is organized by the Government of Colombia in its role as pro tempore president of CELAC, along with the European Union, the Inter-American Development Bank, and CAF – Development Bank of Latin America and the Caribbean.
The forum aims to enhance partnerships in key areas such as climate resilience, digital transformation, and sustainable transport, guided by the EU–LAC Global Gateway Investment Agenda. Telemaque’s participation is expected to advance discussions on investment opportunities and maritime connectivity that could benefit Antigua and Barbuda and the wider Caribbean.
In addition to the forum, Telemaque was formally invited by the ACS Directorate for Transport, Trade, and Sustainable Development to participate in a technical working group for the new Greater Caribbean Short Sea Shipping (SSS) Development Project. The initiative seeks to modernize maritime transport and trade facilitation in the region by exploring the feasibility of a coordinated short sea shipping service among Member States.
According to the ACS, the goal is to “make the Caribbean a more connected, competitive, and integrated maritime space,” fostering sustainable growth through enhanced logistics and regional collaboration.

Dear Antigua news, there is no provision under the port act for a CEO. There has been no amendment made to the port act to employ a CEO. Therefore it is false representation to announce the Port Manager as such, when there has been no legal appointment made for the aforementioned “CEO”. Publish accurate information, always.
Mr Telemaque is a great manager but for some reason 90% of his staff dislikes him. I believe it is because he is strict and people are used to slackness in the public service
