(L-R) Claudius Francis and Anthony Astaphan
Speaker of the House and former Senate President in St Lucia Claudius J. Francis has penned a moving tribute to Senior Counsel Anthony Astaphan, describing him as a dear friend, a legal titan, and one of the most influential constitutional advocates in the Caribbean.
In his reflection, Francis highlighted Astaphan’s unmatched contributions to regional jurisprudence, noting that his storied career—spanning more than four decades—has been defined by fearless advocacy, constitutional clarity, and unwavering commitment to democratic governance.
Astaphan, who was called to the Bar in 1983 and elevated to Senior Counsel in 1999 by the Eastern Caribbean Supreme Court, has built a reputation as one of the Caribbean’s most formidable legal minds. Practising across multiple jurisdictions including Dominica, Antigua and Barbuda, St. Vincent & the Grenadines, and Saint Lucia, he has become widely recognized for his command of constitutional and public law, as well as his role in high-profile political and governmental litigation.
Francis praised Astaphan’s ability to blend sharp legal reasoning with deep strategic insight, noting that his work has frequently shaped the trajectory of constitutional governance in the region. Over the years, Astaphan has served as lead counsel in key cases involving electoral processes, judicial independence, and the separation of powers—often defending the legitimacy of elected governments in complex, high-stakes disputes.
His courtroom presence—described as robust, analytical, and unflinching—has earned him both admiration and controversy, positioning him as a central figure in several landmark decisions before the Caribbean Court of Justice and the Privy Council. These decisions have clarified essential principles such as the boundaries of executive authority, the scope of judicial review, and the protections afforded by parliamentary privilege.
Beyond his legal victories, Astaphan is also widely regarded as a prominent public commentator and thought leader. His writings and media analysis continue to shape discussions on governance, accountability, and democratic resilience. He previously served as President of the Dominica Bar Association, championing legal education and professional ethics.
Francis, reflecting personally, acknowledged the profound impact of Astaphan’s body of work.
He noted that he has sat in courtrooms where “nearly every citation was an Astaphan masterpiece,” calling it the highest testament a lawyer can receive.
As the Caribbean continues to navigate evolving constitutional and political challenges, Francis said Astaphan’s legacy stands as a beacon for young lawyers and a reminder of the transformative power of principled advocacy.
