His Excellency Sir Rodney Williams, Governor General of Antigua and Barbuda, has announced that three distinguished nationals have been named in His Majesty King Charles III’s New Year Honours, in recognition of their exceptional service to the nation and the wider Commonwealth.
The honours, confirmed by Buckingham Palace, will be formally conferred at upcoming investiture ceremonies.
The awardees are:
• Mrs Janey Howell – Officer of the Most Excellent Order of the British Empire (OBE)
For Philanthropic Services to Antigua and Barbuda and the wider Commonwealth
• Dr Gabriella Poppy Valentine Howell – Member of the Most Excellent Order of the British Empire (MBE)
For Philanthropic Service to Antigua and Barbuda and the wider Commonwealth
• Assistant Commissioner of Police Desmond Dinard – King’s Police Medal (KPM)
For Service to the Police Force of Antigua and Barbuda
Sir Rodney praised the honourees for their national service and global impact.
“Their contribution reflects the very best of Antigua and Barbuda — dedication to duty, generosity of spirit, and a deep commitment to the welfare of others,” he said.
“Their achievements bring pride to our nation and serve as an inspiration to future generations.”

Mrs Janey Howell – OBE

Janey Howell
A leading advocate for heritage preservation and philanthropy, Mrs Howell has provided decades of voluntary expertise and humanitarian support. Her work with the Heritage Trust of Antigua and Barbuda includes key roles in the transformation of Government House into a major museum and learning centre. She also coordinated vital medical supplies to Antigua and Barbuda during the height of the COVID-19 pandemic and continues to support healthcare, education, animal welfare, and cultural development.

Assistant Commissioner of Police Desmond Dinard
With more than 40 years of distinguished policing service, ACP Dinard has contributed significantly to national and regional security. Since joining the Royal Police Force in 1982, he has served in multiple frontline and leadership roles, earning the respect of colleagues and partner agencies across the Caribbean. His commitment to crime prevention, professional training, and public safety has left an enduring legacy.
Dr Gabriella Poppy Valentine Howell – MBE

Dr Gabriella Poppy Valentine Howell
An academic and cultural heritage leader, Dr Howell has championed the preservation of Antigua and Barbuda’s historical assets and strengthened Commonwealth cultural ties. As Managing Director of The Great House Antigua, she oversaw its restoration into a heritage-driven tourism and educational site. Her directorship at the Heritage Trust of Antigua and Barbuda includes key responsibilities in the Government House Museum redevelopment.
Her charitable work also spans healthcare, education, and environmental causes.
Sir Rodney extended congratulations to the recipients, noting that the honours highlight “the international respect earned by Antiguans and Barbudans whose service extends beyond our shores.”
