
Minister Maria Browne speaks at 2026 ABLP Manifesto Launch
The Antigua and Barbuda Labour Party has unveiled an aggressive expansion of its housing programme, with more than 270 new homes, new communities, and a rent-to-own initiative forming a central pillar of its 2026 “Renaissance” agenda.
Speaking at the party’s manifesto launch on Monday, Minister of Public Works and Housing Development Maria Bird Browne declared that housing remains a fundamental right, not a privilege, as she outlined what she described as a transformative vision for home ownership across the country.
“We believe that housing is not a privilege—it is a right. It is a foundation of dignity, a platform for opportunity, and a pathway to generational wealth,” she said.
The government plans to deliver at least 120 new homes in 2026 through the Central Housing and Planning Authority, while an additional 150 homes will be constructed in Bolans, Glanvilles, and North Sound through the National Housing and Urban Renewal Development Company.
Major developments are also continuing, including the near-completion of the Booby Alley project, which is expected to significantly transform the Point community. Additional housing projects are planned for St. John’s Village, Cedar Valley, and other areas, alongside expansion into Barbuda.
But the most significant shift may come through the introduction of a rent-to-own programme, designed to help families who cannot yet qualify for mortgages.
Under the initiative, residents will be able to rent homes at affordable rates while gradually building equity toward ownership.
“So they will rent affordably, they will build equity, and they will own their future,” Browne explained.
Government officials say the programme is aimed at closing the gap between renting and ownership, particularly for working-class families struggling to enter the housing market.
Land access is also being expanded, with 50 acres identified in All Saints. Thirty-five acres will be used for affordable residential plots with flexible payment options, while the remainder will regularize land tenure for families who have occupied lands for generations.
Browne emphasized that the policy goes beyond building houses, focusing instead on the creation of complete, modern communities.
“We’re not just building houses—we’re building communities… where our children can grow, where businesses can thrive, and families can live with pride,” she said.
She added that developments will include roads, drainage, lighting, sidewalks, and green spaces, as well as accessibility features to ensure inclusivity for all citizens.
The housing push is expected to play a major role in the party’s election campaign, as it seeks to position itself as delivering tangible improvements in people’s daily lives.
