Prime Minister Gaston Browne has appointed internationally recognized marine scientist and resilience expert Dr. Deborah Brosnan as Antigua and Barbuda’s Special Envoy for Coastal Resilience and Ocean Economy, a move aimed at strengthening the country’s efforts to address climate challenges and advance sustainable ocean development.

The appointment, which took effect on May 12, 2026, will run until May 11, 2027, according to an Instrument of Appointment issued by the Office of the Prime Minister.

In her new role, Dr. Brosnan will represent Antigua and Barbuda on matters related to coastal resilience, marine conservation, climate adaptation, and the sustainable growth of the blue economy. She has also been tasked with helping to secure international support and funding for projects that protect coastlines, strengthen marine ecosystems, and promote sustainable economic opportunities linked to the ocean.

Government officials say the appointment comes at a crucial time for Antigua and Barbuda as the country continues to confront the impacts of climate change, including rising sea levels, coastal erosion, stronger storms, and threats to coral reefs and other marine resources.

As a Small Island Developing State, Antigua and Barbuda has consistently advocated for greater international action on climate change and increased access to financing for resilience-building initiatives.

Under the terms of her appointment, Dr. Brosnan is authorized to engage with international organizations, development agencies, and non-governmental partners on behalf of Antigua and Barbuda. She will also provide strategic and technical advice to the Prime Minister and government agencies on matters relating to resilience and ocean sustainability.

Prime Minister Browne said the appointment reflects the Government’s commitment to drawing on world-class expertise to help address the environmental and economic challenges facing island nations.

Dr. Brosnan brings more than 20 years of experience in marine science, environmental policy, climate adaptation, and ecosystem restoration. She is widely known for her work with governments, international institutions, and private-sector organizations on coastal resilience and sustainable development initiatives.

She is also the founder of the OceanShot initiative, which promotes coral reef restoration and the use of natural infrastructure to protect coastlines. The programme is already being developed in partnership with Antigua and Barbuda and seeks to restore reef systems that support biodiversity, strengthen fisheries, and provide natural protection against coastal damage.

The appointment aligns with Antigua and Barbuda’s broader efforts to expand its Blue Economy agenda and strengthen its role in international discussions on ocean governance and climate resilience.

Government officials say Dr. Brosnan is expected to play a key role in helping the country build more resilient coastal communities, protect marine ecosystems, and unlock new opportunities for sustainable economic growth through the responsible management of ocean resources.
