The Government of Antigua and Barbuda is exploring a partnership with one of China’s leading eye care institutions as it seeks to expand ophthalmic services, strengthen local capacity and improve access to specialized vision care across the country.
Health Minister Michael Joseph recently visited the HE Vision Group in China alongside Sir Lester Bird Medical Centre Medical Director Dr. Shivon Belle-Javis and Antigua and Barbuda’s Ambassador to the People’s Republic of China, Clement Antonio.
The delegation toured the institution’s community clinics, hospitals and university facilities under the guidance of Dr. Wei He, gaining firsthand insight into the delivery of eye care services at the primary, secondary and tertiary levels.
Officials also examined the institution’s integrated approach to patient care, medical education and research, which has positioned the HE Vision Group among China’s leading ophthalmic providers.
Minister Joseph said the visit paved the way for discussions that could significantly enhance eye care services in Antigua and Barbuda.
“We were particularly impressed with the comprehensive services offered by the HE Vision Group and their commitment to training the next generation of eye care professionals,” Joseph said.
He revealed that discussions included the possibility of offering scholarships through the institution’s university for Antiguans and Barbudans interested in pursuing studies in optometry.
The two sides also explored opportunities to strengthen the country’s eye care capacity by providing modern equipment that would allow for expanded eye screening services nationwide.
According to the Minister, the institution’s strong emphasis on education and professional development has been central to its success, ensuring a steady pipeline of highly trained specialists while advancing innovation in ophthalmic medicine.
The proposed collaboration also envisions improvements to Antigua and Barbuda’s eye care infrastructure and greater access to specialized treatment.
The initiative supports the Ministry of Health’s long-term objective of establishing a regional eye hospital in Antigua and Barbuda that would serve patients from across the Caribbean.
Minister Joseph said investing in education, advanced technology and strategic international partnerships remains critical to modernising the country’s healthcare system and ensuring residents have access to world-class eye care services.

Expanding eye care services is a positive step that will help more people receive specialized vision treatment.
