Ministry of Social and Urban Transformation Congratulates Bernard Warner on National Honour
Minister Rawdon Turner leads tributes to the disability advocate, recognising his longstanding work to advance accessibility, dignity and inclusion.
The Ministry of Social and Urban Transformation has congratulated Bernard Warner, President of the Antigua and Barbuda Association of Persons Living with Disabilities, on being named an Officer of the Most Illustrious Order of Merit at the 2026 National Honours Ceremony.
Minister of Social and Urban Transformation, the Honourable Rawdon Turner, said the award recognises Warner’s sustained advocacy for the rights, dignity and inclusion of persons with disabilities.
“On behalf of the Ministry of Social and Urban Transformation, I congratulate Mr. Warner on this well-deserved honour. A society is measured by how it treats those who need it to show up, and Mr. Warner has held this country to that standard for years. His example reminds us that inclusion is built through consistent, practical action, and this Ministry will continue to stand with him and persons with disabilities,” Minister Turner stated.
Since 2007, Warner has championed improved accessibility, employment opportunities and greater participation in national life for persons with disabilities. His work has helped bring their experiences and concerns into discussions on national development and public policy.
He represented Antigua and Barbuda at the United Nations for the signing of the Convention on the Rights of Persons with Disabilities and has continued to advocate for its principles to be reflected in legislation, policy and everyday practice.
The Ministry also recognised his close collaboration with government officials to ensure that persons with disabilities have a voice in decisions affecting their lives.
Minister of State in the Ministry of Social and Urban Transformation, the Honourable Kiz Johnson, praised Warner’s persistence and commitment.
“Mr. Warner has never waited for a podium to do the work. He has shown up and stood up for persons with disabilities in this country for as long as I have known of his work. This honour is a recognition our social inclusion work has long owed him, and our team is proud to count him as a partner,” Minister Johnson remarked.
Permanent Secretary Rosa Greenaway also commended his longstanding contribution.
“For decades, Mr. Warner has worked to make sure persons with disabilities are seen, heard and included in the life of this country. I wish to congratulate him on this national honour,” she said.
The Ministry reaffirmed its commitment to working with Warner, the Association and the wider disability community to remove barriers, expand opportunities and build a more inclusive Antigua and Barbuda.
