Health Minister Michael Joseph Calls for Greater Climate Financing and Renewable Energy Investment Ahead of COP31
Antigua and Barbuda is pushing for stronger financial support for vulnerable nations, regional energy cooperation and a fair transition away from fossil fuels.

Antigua and Barbuda is calling for greater international financial support to help vulnerable nations confront climate change, with Health, Wellness, Environment and Civil Service Affairs Minister Michael Joseph urging world leaders to turn climate commitments into meaningful action ahead of COP31.
Speaking at the Global Citizen Sessions: From the Front Lines to COP31, held at Sandals Grande Antigua on Wednesday, Joseph outlined the country's priorities for the upcoming United Nations climate conference in Antalya, Türkiye.
At the centre of his message was the need to keep global temperature increases as close as possible to 1.5 degrees Celsius while ensuring that Small Island Developing States (SIDS) receive the financial and technical assistance necessary to strengthen their resilience against climate-related threats.

Joseph stressed that vulnerable countries must have greater access to concessional financing and grants, particularly to support climate adaptation measures and address loss and damage associated with the effects of climate change.
He also identified the Caribbean's continued dependence on imported fossil fuels as a major challenge, calling for increased investment in renewable energy, battery storage and more resilient electricity infrastructure.
According to the Minister, reducing dependence on imported fuels would require stronger cooperation among Caribbean countries, particularly given the financial and technical limitations associated with relatively small energy markets.
He highlighted coordinated procurement, shared technical expertise and joint investment opportunities as practical measures that could help regional governments accelerate their transition towards cleaner and more affordable energy.
Joseph also reaffirmed Antigua and Barbuda's support for the Fossil Fuel Non-Proliferation Treaty Initiative, which advocates for a planned and equitable transition away from fossil fuels.
As an early supporter of the initiative, Antigua and Barbuda continues to promote an approach that recognises the financial challenges facing developing countries and the need for international assistance to support their energy transitions.
The Minister maintained that the shift towards renewable energy must be orderly, fair and adequately financed, particularly for countries that lack the resources to undertake large-scale energy transformation independently.
During the session's concluding rapid-fire segment, Joseph identified three commitments he believes Commonwealth leaders should take forward to COP31.
These include maintaining the global ambition to limit warming to 1.5 degrees Celsius, significantly increasing climate financing for vulnerable countries and ensuring that the transition away from fossil fuels is both equitable and fully financed.
His remarks come as Antigua and Barbuda continues to use international engagements to highlight the climate-related challenges facing small island states and advocate for stronger global cooperation.
The upcoming COP31 conference will provide another opportunity for countries to negotiate climate action priorities, including financing, adaptation and the transition towards cleaner energy systems.
