Charmaine Donovan, the Chief Executive Officer of the Citizenship by Investment Programme (CIP), has been strongly supported by Prime Minister Gaston Browne for bringing stability and integrity to the program.
Speaking on the Browne and Browne show, PM Browne expressed his full support for Donovan.
The Antigua and Barbuda CIP program is now widely considered as one of the best-run and managed programs in the Caribbean and a potential model for similar programs in the region.
According to the prime minister, Donovan’s professional management, which focuses on integrity and transparency, has greatly contributed to the program’s high reputation.
Despite suggestions from some Cabinet members to adopt measures to increase revenue, both the Prime Minister and Donovan have adhered to measures aimed at improving the program’s reputation and standing.
The Prime Minister expressed his gratitude to her, emphasizing his trust in her integrity and professional capabilities.
He mentioned that after the program faced challenges, he asked her to return as the CEO, which she did, and praised her for holding the program together and making the country proud.
Additionally, the Prime Minister assured the nation that he is confident in Donovan’s integrity and emphasized that neither he nor any Cabinet member has been involved in any deal that would undermine the integrity of the CIP program.
Quinland-Donovan is a trailblazer from Antigua and Barbuda, having secured the esteemed position of heading the country’s Citizenship by Investment Unit (CIU) and making history as the first woman to do so. Her appointment as Chief Executive Officer (CEO) became effective on March 27th, 2017.
Before assuming this role, Charmaine held various key positions within the CIU, such as Chief Compliance Officer, Chief Operating Officer, and Acting Chief Executive Officer.
She played a crucial role in establishing and implementing policies and procedures for the Unit, as well as adapting to changes within the industry.
She holds a BSc with first-class honors from the University of the West Indies, and she is also a Chartered Director and a Certified Anti-Money Laundering Specialist.
With a rich employment history, including nearly nine years at the Eastern Caribbean Central Bank and experience at the Bank of Nova Scotia, Charmaine brings a wealth of expertise to her role.
