Distinguished ladies and gentlemen

 

On behalf of His Excellency, the Governor-General, who is currently abroad on Government Business, I extend his warmest greetings and best wishes for a successful tenure to each of you.

The Office of the Information Commissioner, established by the Freedom of Information Act, is an independent body responsible for:

  • Promoting and protecting the public’s right to access government information.
  • Handling requests for information from the public.
  • Investigating complaints regarding the denial of access to information.
  • Providing guidance and education on the Freedom of Information Act.

 

The Police Service Commission, established by the Constitution of Antigua and Barbuda, is an independent body responsible for:

  • Appointing and promoting officers of the Police Service.
  • Disciplining officers of the Police Service.
  • Advising the Government on matters relating to the Police Service.
  • Ensuring the integrity and efficiency of the Police Service.

 

The Midwifery Board plays a crucial role in ensuring the highest standards of midwifery care in Antigua and Barbuda. As outlined in the Midwifery Act, the Board is responsible for:

  • Registering and licensing midwives.
  • Setting and maintaining professional standards for midwifery practice.
  • Investigating complaints and taking disciplinary action when necessary.
  • Promoting the continuous professional development of midwives.

Today, as we formally appoint those who will lead these vital entities as new or continuing members, we also remember the invaluable contributions of our former Midwifery Board Members, former Police Service Commissioners, and former Information Commissioners. Their service has been instrumental in safeguarding the right to information, a cornerstone of a democratic society; ensuring the highest standards of midwifery care; and maintaining the integrity of the Police Service. We express our sincere gratitude for their dedication and commitment.

We also remember at this time the family and friends of the late Former Commissioner of Police Alvin Goodwin. This esteemed officer, who rose to the highest ranks of the Police Service, exemplified professionalism and decorum. He was a model police officer whose profound understanding of the role of the security services in our society, including the concept of “community policing,” which he introduced to me, significantly impacted our nation. On behalf of Lady Roberts and myself, I extend sincere condolences to the family and friends of Former Commissioner of Police Alvin Goodwin.

To Information Commissioner elect, Mr. Anthony Athill; the member of the Police Service Commission elect, Mr. Regis Burton; and the three members appointed to the Midwifery Board – Dr. Raymond Mansoor, Nurse Soria Dupie-Winston, and Nurse Laurellyn Williams – we extend our warmest congratulations. Your expertise and commitment to public service are invaluable assets to our nation. We trust that you will serve with distinction and uphold the highest standards of professionalism and integrity.

As we conclude this ceremony, let us reaffirm our commitment to supporting and strengthening these vital institutions. Together, we can build a more just, equitable, and prosperous future for Antigua and Barbuda.
