CEO of CBI Unit says Caribbean CIP Countries are Leading the Way in Migration Investment

The Chief Executive Officer of the Citizenship By Investment Unit, Charmaine Donovan, applauds the five OECS countries—Antigua and Barbuda, St. Kitts-Nevis, St. Lucia, Grenada, and Dominica—for their leadership in the migration investment industry.

Donovan expressed her admiration during the opening remarks at the Caribbean Investment Summit 2025, held at the American University of Antigua Conference Centre.

“We continue to create history! Small island developing states, operating in a global marketplace, are delivering competitive value and transforming our economies,” Donovan stated.

Adding, “We do this so effectively that we speak with authority at the highest levels to strengthen our programs and safeguard shared border interests.”

As the two-day summit commenced, Donovan highlighted the imperative for OECS CBI countries to leverage their collective experience and ambitions to address the threats and opportunities facing the region.

“Our focused objectives should be to craft future-ready, innovative investment immigration programs that respond to emerging market adjustments and facilitate national transformation,” she added.

Donovan urged all summit participants to engage with the industry experts and change agents present to enhance their understanding and strategies within the migration investment sector.

The conference gathered representatives from CBI units, agents, and due diligence companies, underlining the significance of the CIP’s contribution to the economies of the participating countries.

Heads of government from the five states shared insights on the vital role of CBI programs in fostering economic growth and resilience.

The conference comes to an end today Friday.

  1. Small island development states with poor infrastructure… deplorable roads and drainage, lack of constant running water in the pipes, poor healthcare with a run down hospital.
