His Excellency Sir Clare Roberts, KCN, KC, Governor General’s Deputy of Antigua and Barbuda, presided over the official Swearing-In Ceremony of two distinguished public servants on Monday June 2 at Government House.

In his opening remarks, His Excellency expressed his privilege and honour in administering the oath to Sir McLean Emmanuel, who was re-appointed as a Commissioner of the Antigua and Barbuda Public Utilities Authority (APUA), and to Mr. Peter Abraham, who was appointed Deputy Chairman of the Social Security Board.

Sir Clare noted that Sir McLean’s ability to represent the voices of the many citizens and residents who admire and look up to him would strengthen the strategic direction of APUA and reinforce its mandate to deliver essential services efficiently and reliably.

Turning to Mr. Abraham, His Excellency commended his steadfast service as a board member and acknowledged the Cabinet’s confidence in elevating him to the position of Deputy Chairman. He noted Mr. Abraham’s commitment to the welfare and security of the nation’s citizens.

“On reflection,” Sir Clare noted, “you are both part of the management of a monopoly. In the case of APUA, the Authority has the monopoly in the distribution of electricity, water, and telephone land lines. In the case of Social Security, it enjoys legislative protection against competition. I ask you to bear that in mind as you strive to provide the best utilities and the best social security possible.”

In conclusion, His Excellency, on behalf of the Governor General, His Excellency Sir Rodney Williams, and the people of Antigua and Barbuda, congratulated both appointees. He wished them a productive and impactful tenure, marked by diligence, integrity, and national pride.

The ceremony was witnessed by officials and family members and was followed by brief interactions with His Excellency.
