Antigua and Barbuda’s role in global climate diplomacy continues to grow with the appointment of Crown Counsel Zachary Phillips to a key international position.
Phillips, who serves in the Attorney General’s Chambers, has been formally invited to act as Legal Coordinator for the Alliance of Small Island States (AOSIS) during the upcoming United Nations Climate Change Conference (COP30) to be held in Belém, Brazil, from November 6–21, 2025.
In this capacity, he will provide legal and strategic advice to the AOSIS Chair and Lead Negotiators, ensure coordination of legal positions across the negotiation agenda, and assist in the drafting and review of legal texts. His appointment represents a significant recognition of both his expertise and Antigua and Barbuda’s leadership in international climate negotiations.
Attorney General and Minister for Legal Affairs, Sir Steadroy Benjamin, who informed Cabinet of the appointment, hailed Phillips’s selection as a proud moment for the country. He emphasized that Antigua and Barbuda’s growing presence in global forums reflects the nation’s strong advocacy for the interests of small island developing states, particularly in climate resilience and justice.
Cabinet extended its congratulations to Mr. Phillips and reaffirmed its commitment to supporting nationals who take on roles of international significance.
