Antigua and Barbuda Electoral Commission Introduces Transparent Ballot Boxes Ahead of St. Philip North By-Election

The Antigua and Barbuda Electoral Commission (ABEC) has announced a significant change to the country’s voting process, confirming that all future elections will utilize transparent ballot boxes instead of the traditional opaque containers.

The move, unveiled on March 2, 2026, forms part of the Commission’s broader efforts to strengthen electoral integrity, promote transparency, and reinforce public confidence in Antigua and Barbuda’s democratic system.

Supervisor of Elections, Ian S. Hughes, described the introduction of transparent ballot boxes as an internationally recognized best practice designed to enhance accountability throughout the voting process.

According to Hughes, the new boxes will allow electors and observers to visually confirm that each ballot box is empty at the start of polling, reducing concerns about potential tampering and further aligning Antigua and Barbuda with global standards for free and fair elections.

“Transparent ballot boxes enhance public trust, allow visible accountability during voting and ballot handling, reduce concerns about ballot tampering, and further align Antigua and Barbuda with global standards for free and fair elections,” Hughes explained.

The upcoming by-election in St. Philip North on Monday, March 16, 2026, will mark the first time the transparent ballot boxes are used in an official electoral process.

Chairman of the Commission, Arthur G.B. Thomas, reassured the electorate that voter secrecy and privacy remain fully protected under the new system.

“The transparent ballot box does not compromise voter privacy,” Ambassador Thomas emphasized. “It simply allows election officials and observers to confirm that ballots are being collected openly and honestly, not to see how individuals vote.”

To ensure a seamless transition, ABEC has indicated that comprehensive training sessions will be conducted for electoral staff and observers to guarantee that all procedures are carried out professionally and in accordance with established electoral guidelines.

The Commission says the initiative reflects its continued commitment to maintaining a transparent, credible, and trusted electoral process in Antigua and Barbuda.
