
Antigua and Barbuda’s Foreign Affairs Minister, the Honourable E.P. Chet Greene, has been commended by the Commonwealth Secretariat and member states for his leadership in chairing the CHOGM 2026 Preparatory Committee (PrepCom) negotiations held in London.
The four-day meeting brought together representatives from all 56 Commonwealth countries to advance discussions on the draft Communiqué and begin shaping the agenda for the 28th Commonwealth Heads of Government Meeting, which will be hosted in Antigua and Barbuda from November 1 to 4, 2026.
The Communiqué serves as the core negotiating document through which member states refine language, align priorities, and establish the policy direction for the summit. This process lays the groundwork for the final outcomes expected to be endorsed by Heads of Government at CHOGM.
Following detailed and constructive negotiations, delegates agreed on a Final Draft Communiqué, marking what officials described as an important milestone in the lead-up to the high-level meeting later this year.

Minister Greene was praised for his calm, balanced, and effective chairmanship, with member states crediting him for fostering an atmosphere of cooperation and guiding discussions toward consensus on complex issues.
He thanked delegations for what he described as a spirit of mutual respect and collaboration throughout the process.
“The successful conclusion of these negotiations is an important step on the road to CHOGM 2026,” Minister Greene said. “The Communiqué is more than a procedural document. It is a statement of shared purpose and a reflection of the Commonwealth’s collective ambition to address the challenges and opportunities facing our nations.”
He added that Antigua and Barbuda was honoured to play a central role in guiding preparations for the upcoming summit.

The agreed draft will now move through the Commonwealth’s formal processes ahead of CHOGM 2026, where leaders will meet under the theme “Accelerating Partnerships and Investment for a Prosperous Commonwealth.”
During his time in London, Minister Greene also engaged with business leaders at a roundtable aimed at promoting the Commonwealth Business Forum, one of the key official events alongside the Women, People, and Youth Forums.
He also held discussions with Commonwealth Secretary-General Shirley Botchwey and UK Parliamentary Under-Secretary Chris Elmore, who has responsibility for Multilateral Affairs, Human Rights, Latin America, and the Caribbean.
Minister Greene was accompanied throughout the engagements by a delegation including High Commissioner Karen-Mae Hill, Minister Counsellor Chantal Phillip, Second Secretary Brent Scotland, and Third Secretary Caleb Gardiner.
As host nation, Antigua and Barbuda continues to work closely with the Commonwealth Secretariat and member states to ensure CHOGM 2026 delivers practical and meaningful outcomes for all 56 member countries.
