Cabinet Approves Overhaul of Border Health Services
Integrated programme will strengthen health surveillance and staffing at airports, seaports and major harbours across Antigua and Barbuda.
Antigua and Barbuda’s border health services are to be reorganised under a single national programme aimed at improving the country’s ability to detect and respond to public health threats entering through its airports and seaports.
Cabinet approved the restructuring and formal establishment of Port Health and Border Health Services within the Ministry of Health, Wellness, Environment and Civil Service Affairs at its October 21 meeting.
The programme will bring existing port health, environmental health, surveillance and response functions under a unified management and accountability framework.
Its coverage will extend to V.C. Bird International Airport, Burton-Nibbs International Airport in Barbuda, St. John’s Port and its associated piers, Falmouth Harbour and Jolly Harbour.
According to the Cabinet report, the changes are intended to improve coordination, establish consistent operational standards and allow staff to be deployed more effectively during routine operations, seasonal increases in traffic and public health emergencies.
The Government identified international travel and trade as both essential economic activities and potential routes through which communicable diseases and other health threats can enter the country.
A Programme Manager will oversee planning, staffing, resources, coordination between agencies and performance. That officer will report directly to the Permanent Secretary on administrative and operational matters.
Professional oversight will remain with the relevant senior health officials. The Chief Medical Officer will retain public health and medical technical authority, while the Chief Health Inspector will continue to oversee environmental health functions.
Senior Port Health Nurses will remain under the professional nursing authority of the Principal Nursing Officer or another designated senior nursing official.
The report states that Cabinet approved the establishment or filling of 22 positions. However, the individual posts listed in the document total 24, leaving the final staffing figure requiring clarification.
The listed roles include medical officers, port health nurses, a nurse epidemiologist, environmental health officers and programme leadership.
V.C. Bird International Airport is to receive dedicated medical and environmental health coverage, while St. John’s Port will benefit from strengthened nursing and environmental health services.
Falmouth and Jolly Harbours will have dedicated environmental health personnel, and a Barbuda-based team will support Burton-Nibbs International Airport.
The Government said the restructuring aligns with the International Health Regulations and relevant guidance from the World Health Organization, the Pan American Health Organization and the Caribbean Public Health Agency.
Beyond protecting residents and visitors, Cabinet said stronger border health arrangements would help safeguard business continuity, visitor confidence and the tourism sector.
