Cabinet Pushes Local Contractors to Join Forces for Bigger Share of National Construction Projects
Government encourages joint ventures and outlines technical support measures to help Antiguan and Barbudan firms compete for major contracts.

Local construction companies are being challenged to move beyond competing individually and begin forming partnerships capable of securing major national development contracts, as Cabinet intensifies efforts to strengthen Antigua and Barbuda's domestic construction industry.
The Government believes that collaboration among local contractors could improve their ability to compete against larger regional and international firms that often possess greater financial resources, equipment and technical capacity.
During Wednesday's Cabinet meeting, ministers renewed their appeal for construction businesses to combine their expertise, resources and operational capabilities to pursue major infrastructure and development projects.
The call follows earlier discussions between Cabinet and local contractors, during which challenges affecting the industry were examined.
Among the concerns identified were access to financing, cash flow, project management and the preparation of competitive bids.
Prime Minister Gaston Browne has consistently encouraged local construction companies not to allow the size or complexity of major projects to discourage them from participating.
Instead, contractors are being urged to consider joint ventures and other collaborative arrangements that would allow them to meet the requirements of larger contracts.
Cabinet believes that pooling resources could strengthen the capacity of local firms to undertake complex assignments, improve their management systems and establish a stronger record of delivering major projects.
The Government has already applied this approach to the planned expansion of the University of the West Indies Five Islands Campus.
Project officials have been directed to encourage local contractors to establish partnerships that could improve their ability to compete for construction work associated with the expansion.
Cabinet also outlined plans to strengthen the construction sector through the establishment of a Contractor Support Unit within the Ministry of Works.
The proposed unit is intended to assist local firms with bid preparation, project costing, technical and administrative requirements, business development training and skills development aligned with international standards.
The Government has also acknowledged the importance of predictable payment cycles, recognising that inconsistent cash flow can affect contractors' ability to complete projects successfully.
Beyond financial and technical support, Cabinet is encouraging contractors to modernise their operations, improve project planning and adopt stronger business management practices.
Officials believe that a more competitive domestic construction industry could create employment, facilitate technical knowledge transfer and help retain a greater share of public investment within Antigua and Barbuda.
The Government's wider objective is to ensure that local businesses are not excluded from major development opportunities simply because they lack the individual capacity to undertake large projects.
Cabinet is therefore calling on contractors to begin discussions with one another, identify complementary strengths and establish practical partnerships capable of competing for major national contracts.
The renewed appeal signals the Government's intention to encourage greater local participation in infrastructure development while building a construction sector capable of handling increasingly complex projects.
