On Monday, the three members of the Antigua and Barbuda Constituencies Boundaries Commission were officially sworn in to their roles, responsible for drafting a report on the boundaries for the upcoming general elections.
The Oath of Office was administered by Governor General Sir Rodney Williams to Danley Phillip, who serves as the Chairman, alongside members Claire Chastanet and Billion (Billy) Benjamin.
The Leader of the Opposition will appoint a fourth member, as stipulated by constitutional provisions.
During his remarks, Sir Rodney emphasized that each appointee selected by Prime Minister Gaston Browne brings unique expertise and experience, which will greatly benefit the Commission’s efforts.
He clarified that the work of the Boundaries Commission is governed by the Constitution of Antigua and Barbuda and is further structured by the Constituencies Boundaries Commission Guidance Act, No. 10 of 2012.
Sir Rodney highlighted some key responsibilities of the Boundaries Commission according to the Constitution:
The Commission is responsible for ensuring equitable representation by assessing and potentially modifying constituency boundaries to reflect population distribution.
It must consider factors like population density, geographical features, accessibility, and community identity to create practical boundaries.
The Commission conducts periodic reviews to keep boundaries aligned with demographic changes and engages in consultations to maintain transparency and accountability in its recommendations.
Sir Rodney highlighted the importance of the Boundaries Commission Guidance Act of 2012, which emphasizes data-driven analysis, technology use, adherence to timelines, and the need for the Commission to operate independently and impartially.
