A new partnership between the Antigua Public Utilities Authority (APUA) and Caribbean Developments Antigua Ltd. (CDAL) is set to transform digital connectivity in Jolly Harbour, as plans move ahead to roll out a high-speed fibre-optic network in the popular residential community.
Under the recently signed Memorandum of Understanding (MoU), APUA’s Telecommunications Business Unit, inet has been granted exclusive rights to design, install, and maintain the network infrastructure. The project is expected to benefit over 800 homes, villas, and future developments within Jolly Harbour.
Installation work is expected to begin shortly and could be completed within two months. According to APUA, residents will be connected either directly or through multi-dwelling unit systems, depending on property layout.
“This partnership represents a significant step in our mission to deliver world-class telecommunications services across Antigua and Barbuda,” said Vaughn Brown, Manager of APUA’s Telecommunications Business Unit. “We’re excited to work with CDAL to ensure that residents of Jolly Harbour enjoy fast, secure, and reliable internet service.”
The agreement, which took effect on August 1, 2025, is valid for an initial ten-year period, with automatic renewals each year thereafter. APUA will provide full technical support and ongoing maintenance as part of the service.
CDAL, the management company for Jolly Harbour, has welcomed the initiative as a major upgrade for the community. The move is expected to improve access to remote work, streaming services, and other data-heavy applications that have become essential to modern living.

We also invite other residential communities, new developments and property managers to engage with us to explore the customised telecommunications solutions we can provide.”
The fibre rollout is part of APUA’s broader strategy to expand digital access across Antigua and Barbuda, and to ensure residents and businesses are equipped with the tools needed to thrive in an increasingly connected world.
