Motorists are being urged to plan ahead and expect delays on Monday as Antigua and Barbuda stages one of its largest security preparedness exercises ahead of the Commonwealth Heads of Government Meeting (CHOGM) later this year.

The national multi-agency exercise, dubbed Exercise Resilience, will be conducted on Monday, August 10, from 12 noon until approximately 8 p.m., as authorities test the country’s ability to respond to a range of security and emergency scenarios before world leaders arrive in November.

The exercise will be coordinated by the National Security Planning Committee in partnership with several security and emergency response agencies. Operations will be centred at the Sticky Wicket Restaurant and Conference Centre at Barnacle Point and the Copper and Lumber Store Hotel in English Harbour, two venues expected to play key roles during CHOGM.

While the exercise is designed as a controlled simulation, its impact will be noticeable to the public, with temporary road closures, traffic diversions and restricted access expected across several parts of the island.

Officials said the drill will simulate real-time security operations, including VIP and VVIP motorcade movements, venue security, screening procedures and emergency response scenarios. The aim is to assess the country’s operational readiness, strengthen coordination between agencies and ensure security plans are fully tested before the international summit.

Parking restrictions will also be enforced around the Sticky Wicket area, including sections near the old terminal at V.C. Bird International Airport.

Motorists, airport users, residents and business operators are being encouraged to travel early where possible and allow extra time to reach their destinations to minimise delays.

Roads expected to experience disruptions include Sir George Walter Highway, Sir Sydney Walling Highway, Old Parham Road, Friars Hill Road, Valley Road, roads leading to and from V.C. Bird International Airport, as well as routes serving hotels and official venues in the eastern, western, northern and southern parts of the island. The English Harbour and Dockyard area will also be affected.

Authorities said pedestrian movement will be regulated in designated locations throughout the exercise, with police officers and other security personnel deployed to direct traffic, assist motorists and maintain public safety.

The National Security Planning Committee has urged members of the public to comply with all road signs, traffic diversions and instructions from police and authorised personnel. Residents are also being encouraged to monitor official media platforms for updates before and during the exercise.

Officials acknowledged that the exercise may cause temporary inconvenience but said the disruption is a necessary part of ensuring Antigua and Barbuda is fully prepared to safely host CHOGM 2026, one of the country’s most significant international events in recent years.
