Antigua and Barbuda Eyes Bigger Economic Role for Creative Industries

Antigua and Barbuda is looking to turn its music, film, festivals and other creative industries into a stronger contributor to the economy, with work underway on a White Paper and implementation roadmap for the sector.

The plans were presented to Cabinet on Wednesday by representatives of the CHOGM 2026 People’s Forum and the Commonwealth Foundation as preparations continue for the international meeting.

Consultant on Creative Industries Renee Robinson told Cabinet that while Antigua and Barbuda already has a vibrant creative sector, greater formalisation, legislation, incentives, data collection and institutional support could generate more jobs, investment and economic activity.

The presentation highlighted approaches taken elsewhere in the Caribbean, including the Dominican Republic’s use of legislation and incentives to expand its film industry and Jamaica’s efforts to formalise creative businesses.

Potential links between the creative industries and Antigua and Barbuda’s tourism sector were also discussed, including projects combining luxury tourism, music and other forms of entertainment to attract international artists and generate additional economic activity.

Work is now underway on a White Paper and implementation roadmap aimed at establishing a clearer policy and legislative framework for the local creative economy.

CHOGM 2026 is expected to provide a major platform for the initiative, with the creative economy set to feature in both the Business Forum and People’s Forum.

Cabinet welcomed the proposals and expressed interest in receiving further technical assistance from the Commonwealth Foundation to develop national creative arts policies and supporting legislation.

The government believes greater investment in music, film, festivals, visual and performing arts and other creative fields could help diversify the economy while creating more employment and entrepreneurial opportunities, particularly for young people.

Cabinet said it wants the hosting of CHOGM 2026 to leave a lasting economic legacy, including stronger institutions and new opportunities for Antigua and Barbuda’s creative sector.
