Charmaine Quinland-Donovan, the CEO of Antigua & Barbuda’s Citizenship by Investment Unit, has responded to the news that the country’s Citizenship by Investment Program has been ranked as the third most popular program on the Henley Global Citizenship Program Index.

Quinland-Donovan has highlighted that the program has received top scores in residence requirements and physical visit requirements, and has passed in investment requirements, visa-free access, processing time, compliance, and transparency.

However, she also acknowledged that the program has received less favorable marks for reputation, quality of life, and relocation flexibility.

She further added that the ranking has revealed that the five programs in the Eastern Caribbean are similarly positioned, indicating that there is a lot of homogeneity across these programs.

Therefore, it is essential to ensure shared values, shared red lines, and shared best practices and standards.

The Henley Global Citizenship Program Index is considered a comprehensive ranking of the world’s most popular citizenship-by-investment programs, assessing various criteria to evaluate their attractiveness and effectiveness.
