
Government Moves Ahead with Barbuda Land Registry as Land Reforms Progress
The Government of Antigua and Barbuda is moving closer to establishing a dedicated Land Registry in Barbuda, with Cabinet approving a series of recommendations aimed at strengthening land administration and improving property record systems on the island.
Cabinet was informed that the Land Adjudication process in Barbuda is nearing completion, paving the way for the official launch of the Barbuda Land Registry around August 31, 2026.
As part of the initial rollout, Cabinet approved a centralized management arrangement under the existing Land Registry system in Antigua. Under this model, Barbuda land records will initially be created, maintained and managed through the current Land Registry framework, allowing authorities to rely on existing systems, staff expertise and operational structures during the transition phase.
Officials said the decision was made to reduce operational challenges that could arise from attempting to establish a fully independent registry office in Barbuda within a short timeframe. Concerns over staffing, infrastructure, procurement and training were among the factors considered.
Despite the centralized approach, Cabinet also acknowledged the need for easier access for residents in Barbuda and approved continued assessments into the future establishment of a satellite Land Registry office on the island if demand increases.
Preparations are also set to begin for staffing, recruitment and training to support the registry’s operations. Temporary arrangements, including remote learning platforms and interim facilities, may also be used to facilitate onboarding and training efforts.
Cabinet described the Barbuda Land Registry as a major step forward for land governance and transparency, noting that the system is expected to improve public access to land services, strengthen confidence in property transactions and provide greater legal certainty around ownership records.
The development comes as government simultaneously advances plans tied to its decision to make land available to Barbudans for $1. Authorities are currently preparing 216 acres of land at Louis Hill for clearing and eventual sale under the initiative.
